Chapter 1: General Provisions

Article 1 (Purpose)
The purpose of this Act is to realize the human dignity and worth of persons
with disabilities by prohibiting disability-based discrimination in all areas of
society, and effectively safeguarding the rights of individuals discriminated
based on disability, thus enabling them to fully participate in society and to
secure equal rights.
